Trustworthy Roofing is a licensed Washington roofing contractor based in Puyallup. This page is for Federal Way homeowners: what the City's permit pages say and do not say about re-roofs, how the local climate affects a roof, and the parts of the city its plan describes.

Roof replacement and repair for Federal Way homes

Federal Way is in King County, and the City runs its own Permit Center. The City's Building Division page says virtually every improvement on a residential or commercial lot requires a permit, with some work exempt. The City's residential exemption list does not mention re-roofing, and we found no City page that states a re-roof rule either way. Call the Permit Center at 253-835-2607 to confirm before you plan a job.

Federal Way's housing is split between older and newer neighborhoods. The median year built is 1984, and about 40.1 percent of the city's 37,479 housing units were built before 1980, about 15,000 units (U.S. Census Bureau American Community Survey 2020-2024 estimates, which cover all housing units, not only single-family homes). The City's Comprehensive Plan describes Marine Hills, built in 1958 overlooking Puget Sound, as one of the earliest residential developments.

We offer full roof replacement, roofing repairs, gutter installs, gutter service and repair, fascia board repair, and emergency tarp service in Federal Way. Call (253) 455-4347 or use the quote form to start.

What Federal Way's climate and setting mean for your roof

These points come from public weather, Census, and City sources. They describe the area in general and are not an inspection of your roof.

A long wet season

NOAA's 1991-2020 normals for the Tacoma #1 station show about 40.8 inches of precipitation a year, with roughly 76 percent falling from October through March. November is the wettest month at 6.50 inches and July the driest at 0.55 (NOAA climate normals). The station is nearby but not in Federal Way.

Moss and shade

Oregon State University Extension, writing about the same Pacific Northwest climate, says moss on roofs is common in the moist region, depends on shade, and can lift shingles and let water in. Trimming nearby trees to let in sun is its most effective long-term fix. That is Oregon guidance, not Federal Way data.

Snow and wind

Tacoma #1 reports no snow normal, so Sea-Tac Airport serves as a regional proxy: it averages 6.3 inches of snow a year, and the University of Washington's climate office reports gusts of 40 mph or more about one hour a month there. The City's code adds local design criteria for snow and wind, but we could not read the values, so we quote none.

Critical areas

The City says any work in a critical area, including wetlands, streams, landslide hazard areas, and their buffers, is not exempt from permits. If your property is near one, ask the Permit Center before you start.

Downed lines and storms

Puget Sound Energy says to treat any downed power line as energized, stay at least 35 feet away, and call 911 or PSE at 1-888-225-5773. The City's Emergency Management page points residents to Alert King County sign-up. If a branch has opened your roof and no wires are involved, our emergency tarp service is built for that situation.

Federal Way roofing permit rules in plain words

The points below summarize the City of Federal Way's public permit pages as read in October 2026. Rules and fees change, so confirm with the City before you start.

  • What the City says

The Building Division page says "Virtually every improvement on a residential or commercial lot requires a permit. Some work is exempt."

  • Re-roofing and the exemption list

The City's Residential Permit Exemptions list includes items such as accessory structures up to 200 square feet, fences up to 6 feet, retaining walls up to 4 feet, and painting and finish work. It does not mention re-roofing. The City's pages do not say whether a re-roof needs a permit, so confirm with the Permit Center rather than assuming either way.

  • Critical areas

Work in any critical area is not exempt from permits, according to the City, and the City code says the usual building code exemptions do not apply there.

  • How to apply

Permits go through the Permit Center. Documents can be sent through the City's Document Upload link, which the City says may take a few days to process, and over-the-counter permits are available through MyBuildingPermit.

  • Fees and codes

Building permit fees use a valuation table, with plan review at 65 percent of the permit fee plus an automation fee and a State Building Code Council surcharge. We did not find a re-roof-specific fee line, so we do not quote amounts. The City adopted the 2021 codes effective March 15, 2024.

  • Who to call

The Permit Center is at City Hall, 33325 8th Avenue South, Federal Way. Call 253-835-2607 or email permitcenter@federalwaywa.gov. The Building Division lists hours of 9 a.m. to 4 p.m. Monday, Tuesday, Thursday, and Friday, and is closed to the public on Wednesdays.

This is general information from public City pages, not legal or code advice. We found no City page that states a re-roof permit rule. The re-roof fee, tear-off layer limits, energy-code and ventilation rules, and any historic review that applies to re-roofs were not confirmed here, so check with the City about your address.
